SCOPE:
The Proposal Manager is responsible for establishing and managing all phases of the proposal process in response to commercial and U.S. government solicitation requirements, Requests for Proposals (RFPs), Request for Quote (RFQs), and Requests for Information (RFIs). The Proposal Managers focus is to develop compliant, comprehensive and compelling submittals. This position is responsible for proposal content, adherence requirements and format, and managing the proposal team's activities. The Proposal Manager implements and adheres to developed proposal processes, implements and maintains the network and web-based proposal library, and is responsible for configuration control of all proposal documentation. The Proposal Manager reviews proposals for compliance with the requirements documents and is responsible for all final production activities, including coordinating, desktop publishing, editing, proofreading, printing, and binding. The Proposal Manager should have the capability to assess the quality of content as well as form. The Proposal Manager provides research assistance and writes portions of the proposal, as required. This position reports directly to the Vice President Business Development.
QUALIFICATIONS:
Bachelor’s degree and 10 years of related experience; including management experience and 5 years of proposal writing/management experience.
Strong verbal and written communication skills are essential, along with attention to detail and accuracy.
Working knowledge of contract types, Federal Acquisition Regulation, cost and pricing analysis.
Detail-oriented; demonstrated organizational skills.
Strong facilitation and communication skills.
Strong leadership, problem solving, and decision making abilities.
Ability to interface and negotiate with senior executives.
Must have in depth understanding of compliance with Sections C, L, and M of governmental RFPs and experience reading and analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines.
Flexible and open to changing priorities and managing multiple tasks simultaneously within compressed timeframes.
Able and willing to work extended hours to meet dynamically changing needs and delivery schedules.
DUTIES AND RESPONSIBILITIES:
Review and analyze RFPs and related documents and align proposal responses accordingly.
Develop detailed proposal schedule and ensure adherence to all deadlines.
Work with Vice President Business Development to obtain appropriate writing and Subject Matter Expert resources
Prepare all supporting proposal development documentation (outline, team assignments, proposal management plan, schedule, kick-off meeting materials, storyboard templates, writing plans, etc.)
Establish and manage formal proposal process including content management (content review, new content creation, and system updates), opportunity assessment, bid/no-bid decision, response design / development, response quality assurance, proposal delivery, win/loss analysis and proposal reporting.
Utilize industry research tools to gather customer intelligence .
Create compliance matrixes, business cases, and competitive analyses.
Manage the proposal team to develop high-quality responses to commercial and federal client bids in a timely manner.
Lead projects to capture and craft new content/graphics in line with service capabilities and current industry trends.
Direct day-to-day proposal management activities, including development of work plans, schedules and milestones.
Maintain understanding of bid strategy as it evolves; integrates the bid strategy into the proposal.
Create proposal outline, including page allocation, based on weight of evaluation criteria.
Develop and maintains compliance matrix against solicitation requirements; ensures proposal structure complies with RFP requirements.
Identify relevant boilerplate material to populate solicitation response template in accordance with proposal compliance matrix sections and page counts.
Coordinate all parties when a change in schedule is required and develops new work plan.
Monitor Government communications; manage Government responses and update requirements accordingly and facilitate reviews.
Coordinate proposal production activities.
Develop and communicate version control throughout RFP response lifecycle; ensures proposal artifacts are secured at all times.
Coordinate activities of operations organizations, including (but not limited to) marketing, Contracts, legal and pricing.
SPECIAL REQUIREMENTS:
Highly developed word processing skills, especially with Microsoft Office products and working knowledge of graphics software (Adobe Illustrator, Photoshop, PowerPoint, etc.). Knowledgeable of computer utilization including the normal peripherals and common office equipment.
Some travel may be required.
