Job Description
Position Summary

Provides estimating leadership and expertise, to develop and implement systems and processes required to deliver the most cost-efficient and profitable project estimates possible in the public bid space.

*This is an in-office role, not remote.

Primary Duties and Responsibilities
  • Conduct site assessments of proposed project areas.
  • Ensure that all bids accurately represent the scope, schedule location, risk and complexity of projects at a sufficient level of detail to ensure accurate measurement of progress during execution.
  • Request, track and assemble pricing data from various sources including in-house, subcontractor quotes, industry sources, etc. while compiling data in a uniform format.
  • Ensure compliance with company standards and client requirements.
  • Maintain base bid documents and organize estimate information while coordinating with the operations team on successful bids.
  • Provide leadership and expertise while validating project estimates.
  • Develop, maintain and leverage a database of internal project costs to facilitate improved estimating practices and accuracy.
  • Complete work under aggressive timelines as speed to market is a primary driving force.
  • Assist in developing innovative means and methods for completing projects to increase competitiveness and margins.
  • Select, manage and provide field expertise to multiple projects simultaneously.
  • Assist Business Development, Finance and Operations as needed.
  • All other duties as assigned.
  • Avoids legal challenges by complying with federal, state, and local legal requirements.

  • Ability to identify inefficient practices and develop best practice solutions.
  • Ability to work flexibly and willingness to work extensively to meet business needs and projectproposal deadlines.
  • High level of attention to detail, initiative, problem solving, personal organizational and leadership skills.
  • Takes ownership of responsibilities to include the timely preparation of estimates.
  • Strong strategic thinking with the ability to develop tender win strategies.
  • Maintain effective working relationships with a range of stakeholders.
  • Ability to take charge and manage kick-off meetings and weekly project review meetings.
  • Ability to engage in every aspect of the bidding process including Technical Proposal reviews.
Education and Experience
  • Associates Degree (Bachelor's Degree in Engineering, Construction Management or a related field preferred).
  • Minimum of 5 years' prior experience in a lead estimating role in a construction, manufacturing or public bid environment required.
  • Experience with public and private sector bidding
  • Previous experience in Transportation Infrastructure industry highly regarded.
  • Experience in working with large complex proposals. Public Private Partnership experience would be an asset considered.
